The design is so classic on this sweet petticoat/skirt that I had a hard time deciding whether it's antique (pre-1920s) or reproduction. I consulted with the experts at the Vintage Fashion Guild, and consensus was that it is older, possibly even late 1860s. First clue, the tie waist which would probably have been elastic if it were made in the last 60 - 70 years. More clues: the stitching on eyelet ruffle - aka broderie Anglaise - looks like it was probably handsewn. And there are those flat felled seams, and the machine stitched hems, which are uneven from one panel to another, suggesting a make-do work ethic. Simply styled, with skirt gathered onto a waist band. 4.5" wide cotton eyelet ruffle near the bottom hem.
